I agree that there may be corruption and there are needs to do thorough investigation. But I am afraid I cannot agree with your conclusion because your elaboration is too simplified and you have only projected everything to one person or whoever to be blamed.

@fongyun - @av483 - I agree with you that there is liability and the highest one should have the responsibility. But I think we should see the whole thing not in a linear way. This is a terrible logical trap. If you do not do well, you are my enemy. We do not alienate the others to justify ourselves. Furthermore, which part of the system causes the problem? What I concern more is that we have to let the students understand how to have critical thinking by showing to them what is critical thinking. (I hope you do not mind my straightforwardness.) As this blog is frequently browsed by students, I sincerely think that drawing such conclusion  requires more comprehensive elaboration and/or even arguments.
