Thanks for your email of 12.1.2010 to our Ms. Randa Wan regarding the educational survey at the Hong Kong Cultural Centre (HKCC) Piazza not being conducted smoothly on 11.1.2010. Subsequent to our interim reply of 15.1.2010 and understanding of the case, we would like to reply your enquiry as follows:
Firstly, we are sorry for the inconvenience caused to you and your students on the day as our contractor staff provided confusing information on how the survey can be conducted in the piazza. We would facilitate schools/ educational institutions to do educational and cultural-related surveys in the piazza but at the same time we need to maintain balance of different uses of the open area with high patronage of visitors and the public. There are hiring areas, loading activities for our indoor and outdoor performances, emergency vehicular access (EVA) and Kowloon public piers along the waterfront within the piazza.
Considering the application for the request of doing educational surveys, we would liaise with school teachers and coordinators on i) purpose of the survey (a copy of the questionnaire needed for reference); ii) the no. of students engaged in the survey; iii) the potential targets of the survey; iv) the location for doing the survey; v) any helpers be arranged by the applicant to look after how the survey will be done on that day, especially large no. of small or young participants taking part. The information helps us to ascertain whether the applicant needs to hire an outdoor facility to do the survey, e.g. promotion of commercial services and products. Based on operational considerations, we will advise where and how the survey can be conducted in a safe and orderly manner. Usually, we will inform the approved applicants not to conduct the survey near the Clock Tower front (which is part of the EVA), public piers, in the two EVAs, hiring areas and arts and craft stalls at peak usage of HKCC Piazza. The participants of the survey are also required to wear identification badge, to be polite and not to cause disturbance to those visitors not willing to accept the interview.
The above conditions in general are applied for the use of public areas under the management of the Leisure and Cultural Services Department but special considerations may lie on the different locations, size and operational arrangement etc of individual venues. So the applicant is advised to liaise with the venue management in advance.
